FORMAL ANSWER to PERMIT STIPULATION ~'s --- 9, 10, 12, 15, 17, 11 b ]6~ <br />for the Chimney Rock Coal, Martinez Strip Mine <br />~~ <br />1.0 INTRODUCTION <br />Environmental Management Services Company (EMS), Fort Collins, Colorado <br />was retained by Perms Mining Corporation (Perms) to address the vegetative <br />and reclamation stipulations for the Chimney Rock Coal, Martinez Strip Mine. <br />Specifically, vegetation study scopes, reclamation seed mixes, reclamation <br />success standards, and shrub density have been addressed. Therefore, it is <br />the belief of Perms and EMS that stipulations 9, 10, 12, 15, 17, 11, and 16 <br />have been adequately answered as of March 22, 1983. <br />These formal answers are provided as a single supplement. However, <br />an additional set of Tables 19 through 20 have been made and properly <br />numbered to replace the existing Tables 19 through 20. <br />2.0 PERMIT STIPULATIONS 9 8 10 <br />i A program has been developed with Mariah Associates of Laramie, Wyoming <br />to put together methodology which will meet the Vegetation Study policies of <br />Colorado Mined Land Reclamation Division's Coal Group. Particularly, the <br />proposed Pinon-Juniper vegetation type cover and productivity for the areas <br />to be disturbed and reference area have been detailed. As seen in Attachment 1, <br />sampling will be randomized. A minimum of 15, 4M2 rectangular quadrat <br />production samples will be taken. A maximum number of 60 samples and 30 <br />samples are proposed for the study area and the reference area, respectively. <br />However, in using the large quadrat it is expected that sample adequacy can <br />be met before these maximum sample numbers have been reached. First cover <br />sampling and then productivity sampling will comrence in late July of 1983 <br />and will be conducted as a single field effort in order to minimize study <br />mobilization expenses. ~•. <br />l <br />38-28 <br />
