Crane, Regional Director, Region V <br />FROM: 1o'Tm,Hardaway and Keith Kirk, Division of Technical Analysis and <br />Research <br />SUBJECT: ColoSdyo Mine Streeter Canyon Fill <br />In response to a request for technical assistance for_an enforcement action, <br />OSM contracted for a geotechnical analysis of a valley fill structure located <br />• at the ColoWyo Mine in northwestern Cclorado. OSi4 has performed a revie•e of <br />the Contractor's report (enclosed) and has detecmined that the report is <br />acceptable in that it summarizes proper application of acceptable engineering <br />methods that estimate overall mass stability of an earth fill structure. <br />Therefore the Contractor's report, entitled "Consultation Slope Stability <br />Colo[Jyo Streeter Canyon Fill near Meeker, Colorado," Job No. 5368, Draft <br />dated July.24, 1979, is considered as representing the views of the Technical <br />Analysis and Research Division of OSPS's Region V, subject to minor <br />qualifications. These qualifications are as follows: <br />1. It is OSM's position that the pile does not conform with all the <br />applicable regulations but that the overall mass stability of the <br />fill, as constructed and as projected to be completed, will be in <br />compliance with the requirements of OSM's regulations. <br />2. It is OSM's position that the terraces designed by ColoWyo are <br />slightly less stable than those required by OSM's regulations but that <br />both terraces achieve a static safety factor of at least 1.3 as <br />required by Section 816.102(b) of OSM's regulations. <br />3. It is OSt4's position [hat the application submitted by ColoWyo was <br />not adequate to make the complete geotechnical analyses, especially in <br />the area of hydrology, but that qualified engineering organizations <br />have provided sufficient information in the application upon which to <br />base reasonable assumptions and to then perform quantitative analyses. <br />• <br />
