Hayden-Gulch Weat <br />Coal Company will be able to execute the Consent Form that you requested <br />subject to the following recommendations: <br />1. If the Primary Access Road is expanded, topsoil will be removed <br />and stockpiled for reclamation of the road. <br />2. The application should clarify whether all road base materials <br />will be removed during reclamation, or whether road base will also <br />be used a plant growth medium. <br />3. The road area should be analyzed for fertilizer requirements at <br />the time of reclamation since topsoil will not be replaced. <br />4. The application should include bond calculations for reclamation <br />of the access road. <br />5. If the Colorado lII.RD approves Peabody's proposed method of wnaulta- <br />tion to determine success of reclamation for the access road, a repre- <br />sentative of Grace/Hanna should also participate in the evaluation. <br />6. The application should address final reclamation topography, speci- <br />fically in relation to how the reclaimed access road will accrommodate <br />post-mining drainage through or adjacent to the road. <br />If our conditioning the Consent Porm with these recommendations will <br />cause you problems with Mined Land Reclamation, please let us know.
