COLORADO DEPARTMENT OF HEALTH, Water Quality Control Division <br />Rationale - Page 2. Permit No. CO-0032638 <br />FACILITY DESCRIPTION: <br />The Edna Mine is a surface coal mine producing a maximum of one million tons <br />of coal per year. Two surface runoff ponds treat drainage from active <br />disturbed areas. The outfalls are designated 001 and 002. Pond 002 also <br />receives flow from a spoils spring and a spoils seep. The pond was designed <br />and built to treat the volume generated by a 10-year, 24-hour precipitation <br />event plus 45 cfs of mine water. TVie permittee doesn't anticipate pumping any <br />mine water for the duration of the mining activity and therefore believes the <br />pond capacity is adequate for the flow it receives. Outfall 002 has not been <br />discharging during the winter months; indicating that the spoils flow is <br />intermittent, probably only occurring in response to high runoff such as the <br />spring snowmelt runoff period. Such discharges would normally occur when <br />streamflows are high and dilution is adequate to minimize impact. <br />A third pond treats surface runoff from a reclaimed area and wastewater <br />generated by eleven spoils springs and seeps. The outfall, II003, now has <br />year-round flow. The recent highest reported flow has been 2.90 cfs (1.87 <br />MCD). The pond was designed to treat runoff with ground conditions in a <br />worse-case situation. The area has been reclaimed and much of the surface is <br />revegetated, effectively extending treatment capacity for spoils water. <br />?wo additional ponds are planned for surface runoff from new mining areas, the <br />Moffat and Wolf Creek areas. Outfalls will be 11004 and 11005 respectively. <br />A sixth outfall, (1006, results from Che_ f1.ow from spoils spring lll, which does <br />not flow through a pond prior to discharge. 'Ibis springs flow is significant <br />and year-round.
