The modification will replace the <br />existing rail car loading facility with a "rapid rail" <br />loading facility which is necessary so that the mine can <br />load unit trains to alleviate the shortage of rail cars <br />available through normal channels. This shortage has ad- <br />versely affected mine production. As is shown in the <br />calculations, this modification will improve air quality <br />by improving fugitive dust suppression equipment used <br />during coal transfer and loading. This modification will <br />not change the mine production rate of about 1.3 million <br />tons of coal per year. <br />It is our understanding that since this modification <br />results in less than 25 tons per year net new emissions <br />the permit can be granted fairly quickly.
