Army Corps of Engineers <br />Regulatory Unit 4 <br />Crossroads Energy Building, Suite 111 <br />Grand Junction, Colorado 81501 <br />Dear Mr. Herring: <br />The Pittsburg do Midway .Coal Mining Co., Edne Mine, needs to construct <br />a water withdrawal point on Trout Creek. The site that we have chosen avoids, <br />at best we can, wetlands and water quality problems. The withdrawal point is <br />on the outside of a bend in Trout Creek, so there is a naturally good pool at <br />which to withdraw water during low flow. Therefore, little streambed <br />excavation will be necessary to set the pump siphon to insure that it is always <br />submerged. The material removed from the stream with a Dack hce will be <br />disposed of in the mine workings completely out of the flood plain area. The <br />pad itself for the truck and pump is located in an undeveloped valley bottom <br />immediately adjacent to a new mining area. <br />An application fora Department of the Army Permit authorizing work <br />affecting Trout Creek is included with this letter and we hope that this <br />application is complete enough for you either to determine that no permit is <br />necessary or to issue a permit.
