Marostica and Tarantino: <br />ENSR is pleased to provide this letter summarizing the findings of inquiries into Floodplain <br />development issues as they relate to property in Loveland, Colorado held by CTM Place <br />L.L.C. The property in question is located northeast of the intersection of Lincoln Avenue <br />and Highway 402 south of the Big Thompson River, A portion of the property is located <br />within the 100-year flood boundary and CTM Place is interested in determining the <br />development limitations imposed within the flood boundary. <br />Terminology <br />Prior to delving into a discussion of Floodplain issues it seems appropriate to define several <br />key terms, as follows: <br />Floodplain: land adjacent to a river which is periodically inundated by overflow from the <br />river channel. <br />Base Flood: the flood event to be used in defining a floodplain area within which structures <br />must be designed and protected for human occupancy; the state of Colorado <br />has designated the 100-year flood as the base flood. <br />100-Year flood: the flood discharge event which occurs, on average, every 100 years and <br />has a 1 percent chance of occurring in a given year. <br />Encroachment: a building, engineered structure, or other development placed at the edge <br />of the river floodplain which reduces the width of floodplain available to <br />convey flood flows and which may cause an increase in the water surface <br />elevation of the base flood. <br />Surcharge: the increase in tlood elevation caused by encroachment onto the floodplain. <br />~•. <br />
