COAL <br />May 14, 1985 <br />Mr. Thomas Gillis <br />Colorado Mined Land Reclamation Division <br />1313 Sherman Street <br />423 Centennial Building <br />Denver, Colorado 80203 <br />Subject: Technical Revision 85-03 South Leases Exploration <br />Plan 1985 - Permit No. C-041-81 <br />Dear Mr. Gillis: <br />In response to the Division's May 2, 1985 letter, Powderhorn Coal <br />Company is submitting the requested additional information to be <br />attached to the subject technical revision application. <br />Powderhorn Coal Company inspected Phase I of the project with BLM <br />officials May 3, 1985. As a result of the BLM's site visit, the <br />~LM is currently writing an Environmental Assessment for Phase I. <br />The Surface Management Agency (BLM) has requested Powderhorn Coal <br />Company to provide water bars, 18-inch culverts where ephemeral <br />channels cross the road, no stripping of topsoil for drill sites and <br />limited stripping of topsoil for roads. Powderhorn Coal Company <br />committed to the provisions of the Regulations of the CMLRB Rule 4.21 <br />and Rule 4.03.3 in the Technical Revision request of April 2, 1985. <br />We believe there is enough flexability in the rules and regulations <br />to satisfy both the regulatory agencies currently involved. <br />The ephemeral stream channel crossing in the center of the NE~t of <br />Section 11, T11S, R98W of the 6th P.M, shall be constructed with <br />a 5-foot culvert sized for the 10-year 24-hour event with riprap <br />placed on the upstream toe and slope. Additionally, water bars, <br />18-inch culvert cross drains, surface drainage ditches shall be <br />stratigically placed to allow for protection of the road and to <br />protect the environment from adverse impacts as a result of the <br />exploration activity. <br />Topsoil salvage, where necessary as determined by the Surface Manage- <br />ment Agency i.e., excavated pits, shall include stripping to a depth <br />of 12" or the A horizon and stockpiling of the topsoil in a separate <br />pile near the excavation. <br /> <br />POWDERHORN COAL COMPANY • P.O.
