The vegetation which occurs along the valley bottom is not of the
type associated with a riparian habitat. The channel is sharply incised
into the soil mantle, refer to Hydrology Section for depth to gro und water;
with the chaiuiel incised approximately 10-20 feet into the material.
Further downstream, the deepness of the incision is greatly increased.
The vegetation found in the meadows paralleling the stream channel is a
canbination of perPnn;al grasses (wheatgrass), sagebrush and annual
for~bs~. The wal11l,,of the valley channe inspected to determine depth
of root penetra't~on. The inspection revealed that the roots were generally `
contained in the upper six feet of soil material and did not extend in ~~
v
the water table. ~~
The information presented in the Hydrology and Soils Section along '
with the map of the site indicate that flood irrigation of the area is
not feasible. This is based on the fact that 600 acre-feet is the
expected flow down the Canyon and sufficient undisturbed area does not
exist for the prudent farmer to start an operation.
Based on the above, TBM requests the Division make a negative AVF
DetPrm.nation based on: 1) lack of water to support flood irrigation
of the land, 2) historic information indicating~no flood irrigation
in the area, 3) there is no subirrigation of the lands in question,
and 4) the area has been dramatically disturbed in the past and no
suitable undisturbed areas exist on which to develop a farming operation
based on flood irrigation.

VI-2
