<br />Water Quality: The plan includes measures designed to contain runoff and erosion from the site. Runoff is <br />not expected to be a major problem due to the highly pervious nature of the dredge rock. The County's <br />concern is that erosion and runoff be controlled so that the phosphorus loading that occurs downstream and <br />in Dillon Reservoir is minimized. The proposed runoff containment measures in the plan should be adequate. <br />Section 306 oC the Clean Water Act requires new source per[ormanceslandards and monitoring requirements. <br />The plan states that the mining operation will comply with all applicable federal and state water quality laws <br />and regulations. However, there is no information on standards and monitoring. <br />CERCLA: Any (CERCLA) Comprehensive Environmental Response Compensation and Liability Act sites <br />within one mile of the operation must be identified. No mention of the existence or non existence of these <br />sites is included. <br />The County also is concerned with the local land use impacts of This operation. County zoning regulations <br />will require Alpine Rock Company to obtain a conditional use permit prior to any gravel crushing, asphalt <br />plant or concrete plant operation. We understand that the Division of Minerals and Geology and the Mined <br />Land Reclamation Board have no authority over local land use impacts, nor is there any authority to hold up <br />or deny-the reclamation permit pending the Eouaty's approval of a wnditional use pcrnut.
