The proposed operation is located northeast of Breckenridge in the Swan River Valley, an area <br />previously disturbed by dredge mining for gold in the early to mid 1900s. Our comments will focus in two <br />areas -errors/clari[ications in the application and the reclamation plan. <br />Errors/Clarifications <br />Primary Present Land Use: The application indicates that the primary present land use is industrial <br />commercial. This is inaccurate. The area has essentially been undisturbed since the dredge mining ended. <br />The current condition is dredge rock intersperscdwith the Swan River, associatedwetland pockets and upland <br />vegetation. Using the categories included in the application, the present land use is more accurately described <br />as a combination o[ wildlife habitat, recreation and forestry. <br />Alluvial Gravel Deposits: The application states that alluvialgravel deposits are a typical natural ground cover <br />in this area. It is true that dredge rock is the predominant material within the proposed mining area. The <br />predominant natural ground cover in the area would be a mix of upland, riparian and wetland vegetation, <br />typical of a high mountain valley. This is a key point in our comments on the reclamation plan. <br />County Road 6: The application slates that County Road 6 is paved. County Road 6 is a gravel surface road <br />ranging Crom 20 to 26 feet wide. Traffic on the road in the vicinity of the mining area is predominantly <br />rectcatiou oricuied. The read provides access to extensive public lands, Cour whrel drive roads and [rails in <br />the upper Swan Valley. Access for snowmobiles is the primary winter use o[ the road. The multitude of users <br />on this road presents conflicts oo a road that the County is currently struggling to maintain adequately. These <br />conflicts will be exacerbated with this proposal. <br />Wetlands: The application indicatesthat no mining or disturbance will occur in jurisdictionalwetlands. Mike <br />Clatfey with the Corps o(Engincers Grand Junction office has inspected the site. The Corps Grand Junction <br />otfice has not received a copy of the proposed plan.
