There's a Motion and Second. Any discussion? All those in favor.
Passed Unanimously.
Second Motion:
COHAN: In the matter of M-97-086, Bedrock No. 1 Mine, I Move that.the permit
be approved with the following stipulations: that there shall be no
operations within the "buffer zone" until the following stipulations have
been satisfied: that the operator submit a blasting plan and notifies
homeowners associations thereof and also the public by publication in a
local paper; 2) the operator submit a hydrologic impact analysis for the
specific area of concern, which I gather is Little Owl Canyon and the
upper reach of Peck Canyon, and notify the homeowners associations and
the public at large by publication in a local [news]paper, with a reference
to the cultural and historic resources that the operator commit to
notifying the surface owner upon discovery of cultural and historic
resources and give the surface owner a reasonable amount of time to
record these resources and recover them. But, on the other hand, the
surface owner must diligently pursue this and not unduly delay the
operator.
Does that cover it?
