I <br />C <br />'S <br />~~ 4.08 Use of Explosives '/ <br />• 4.08.1 Blasting initiated by Rimrock Coal Company will <br />be completed by or,under supervision of a Certified Blastsr with <br />certification issued by the State Caol Mine Inspector. All <br />blasting activities will comply with all applicable State and <br />Federal laws and State agencies. <br />4.08.2 The occupant of the ons dwelling located within <br />one half mile of the upper(north) portion of the Phase i pit can <br />ask for, and receive, a pre-blasting survey. In the event a <br />survey is completed the results will be written to comply with <br />the requirements of this section, and a copy will be given to <br />the occupant and another forwarded to the Division. <br />4.08.3 All stipulations required under this section <br />will be strictly adhered to, and a sample copy of a blasting <br />• schedule for publication in the local newspaper is shown in <br />Exhibit K. The publication will appear in the newspaper not <br />less than ten days or more than twenty days before the start of <br />the blasting activity. The schedule will also be mailed to <br />local governments and public utilities, and given to any <br />resident within one half mile of the blast site accompanied by <br />information advising the owner how to request a pre-blasting <br />survey. The blasting schedule will be republished and <br />redistributed on a yearly basis. <br />4.08.4 The Company shall adhere to all provisions of this <br />section, and there are no buildings usod as a dwelling, school, <br />church, hospital, or nursing facility located within 1,000 feet <br />1 <br />
