~e ~-~„ afi ~ ie , <br />c ~ ~Kpe oLJe~f~~•-~ <br />Division of Minerals and Geology <br />1313 Sherman Street, Room 215 <br />Denver, CO 80203 <br />RECEIVED / <br />JUL 2 1 2003/ <br />July 17, 2003 <br />Division •f Minerals and Geology <br /> <br /> <br />RE: Proposed Haldorson Sand and Gravel Mine, File No. M-2003-037 <br />To Whom It May Concern: <br />We aze writing to you to request that your evaluation of the proposed Haldorson mine address <br />certain issues that concern us; issues of water rights, ground water contamination, health issues, <br />mine operation requirements and reclamation plan. <br />We respectfully request that the Division of Minerals and Geology (DMG) require Haldorson <br />and Sons, Inc. to have a thorough ground water assessment done by an independent agency <br />recognized by you as qualified to do hydrologic investigation. We ask that you require baseline <br />data to be established prior to breaking ground. We ask that you require that the number and <br />depth of monitoring wells, the frequency and duration of data collection, and other criteria that <br />you require be such as to provide a high level of assurance that the data is representative and <br />reliable. We further request that you require the resulting data to be available for public scrutiny <br />before a decision is made or a mining permit is issued. <br />In addition, we request that you require Haldorson and Sons, Inc., to present a plan that clearly <br />prevents contamination of ground water and surface water from any source, and make that plan <br />available for public review before a decision is made regarding the application. <br />We also request that the DMG require Haldorson and Sons, Inc., to provide evidence that the <br />proposed project will not alter or impact the historic operation of existing water rights such as <br />irrigation rights or the ten (10) decreed springs that exist directly east and downstream of the <br />deepest part of the proposed pit, and that this evidence be available for public review before a <br />mining permit is issued. If the applicant cannot prove there is no ground water throughout the <br />year, as the appplication claims, then require the applicant to submit complete and detailed plans <br />to mine the property without altering or impacting historic operation of existing water rights and <br />allow pubhe comment on those plans before a mining permit is issued. <br />The proposed mine site is located in an area that is rapidly being transformed from agricultural to <br />residential. There are presently three schools, two churches and more than six hundred residents <br />within one mile of the site. There aze more than two hundred children living in a mobile home <br />park less than one mile downwind from the proposed site. Serious health hazards may result <br />from dust, particulate matter and fumes from the mining operation, and from the onsite asphalt <br />Page 1 of 2 Pages <br />
