COLORADO DEPARTMENT OF PUBLIC HEALTH AND ENVIRONMENT, Water Quality Control Division
lmendmem No. 2 -Rationale -Page 5, Permit No. CO-0000221
4) General lnfomtation: The permirrce should read the WET testing sections ojPart I.B.S. of the permit carefully.
Zhe permit outlines the test requiremcros and the required jollow-up actions the permitree must take to resolve
a loziciry incidem. The permittee should read, along with the dacumems listed in Parr I.B.S. (a) of the permit,
the Colorado Water OualiN Control Divisiors Biomonitorin2 Guidance Document. dated July 1, 1993. This
document outlines the criteria used by the Division in such areas as granting relief from WET testing, modifying
test methods and changing test species. The permitree should be aware that some of the conditions outlined
above may be subject to change ijrhe jaciliry experiences a change in discharge, as outlined in Parr II.A.1 of
the permit. Such clurnges shall be reported ra the Division immediately.
B. Monitoring
I. Eliluent Monitorinz: Effluent monitoring will be required as shown in Table Vl-3. Refer ro the permit for locations of
monitoring points.
Table VI-3 -Monitoring Requirements jot Outja(Is 010 and 011
,....
Patnmeter .:. ::. Measurement I'}eouency Samole TWpe
\J
Flow, MGD Weekly Instantaneous
or Cominuous
TSS, mg/f Monthly Grab
Total Iron, mg/P Momh[y Grab
Settleable Solids, mP/P Momhly Grab
Oil and Grease, mg/P Weekly Visual
pH, s.u. Weekly In-situ
Whole Effluent Toxicity, Acute Ouarter(y Grab
The permittee should note that the sample type jot pH has been changed from 'grab' to "in-situ ". This is simply a
clarification, not a significant change. Approved methodology states that samples be awlyzed as soon as possible and
practical after collection. Some permitrces have not been aware ojthis and have had a contract laboratory analyze for
pH with other parameters, sometimes one ar more days later. This does not assure reliable and represemative results
since the pH can change while the sample sits in the sample bottle.
VII. PERMIT PAGES AFFECTED BY THIS AMENDMENT
This amendmeN results in amending ojpermit pages Ib, !c, Id, le, Ij, Ig, IL, IL(i), IL(ii) and IL(iii). In addition, two
new figures are added, Figures 4 and 5, ro be on pages Ip and Iq. Figure 4 is an overall location map showing the Seneca
II mine, the Seneca I/ West mine and the Yoast mint, as well as the surrounding area including the Town of Hayden. Figure
5 shows the new outfal(s OIO and 011.
Jon C. Kubic
April 11, 1996
VII/. PUBLIC NOTICE COMMENTS
•
The only commems received were from the permitree. Their only comments concerned change ojfacility comacts. These
contacts have been changed in section II. of this rationale.
Jon C. Kubic
June 11, 1996
