Notification to Parties <br />All notification requirements under this s~tion shall be direc[ed as follows: <br />a. Chanee in Discharee <br />The permittee shall notify the Division, in writing, of any planned physical alterations or additions to the permitted <br />facility. Notice is required only when: <br />a. The al[eration or addition could significantly change the nature or increase the quantity or pollutants dischazged; or <br />b. The alteration or addition results in a significant change in [he pennittee's sludge use or disposal practices, and such <br />alteration, addition, or change ma}• jus[ify the application of permi[ conditions that aze different from or absent in <br />the existing permi[, including notification of additional use or disposal si[es not reponed pursuant to ar. approved <br />land application plan. <br />,. ~.. <br />The permittee shall give advance notice to the Division of any planned changes in the permitted facility or activity which <br />may resuh in noncompliance with permit requirements. <br />Whenever notification of any planned physical alterations or additions to the permitted facility is required f~ursuant to this <br />section„ the permit[ee shall furnish the Division such plans and specifications which the Division deems reasonably <br />necessary to evaluate the effect on the discharge, the stream, or ground water. If the Division fords that such new or <br />altered discharge might be inconsisten[ with the conditions of the permi[, [he Division shall require a new or revised <br />permit application and shall follow the procedures specified in Sections 6.6.0 through 6.7.0, and 6.16.0 of the <br />Regulations for the State Discharge Permit System. <br />~3. Strecial Notifications - DeCnitions <br />a. Bypass: The intentional diversion of waste streams from any ponion of a treatment facility. <br />b. Severe Property Damage: Substantial physical damage to property at the treatment facilities which causes them to <br />become inoperable, or substantial and permanent loss of natural resources which can reasonably be expected to~ <br />occur in the absence of a bypass. Tt does not mean economic loss caused by delays in produc[ion. <br />,~ <br />c. Spill: An incident in which Flows or solid materials are accidentally or unintentionally allowed to flow or escape so <br />as to be lost from the treatment, processing or manufacturing system which may cause or threaten pollution of state <br />waters. <br />
