COLORADO DEPARTMENT OF PUBLIC HEALTH AND ENVIRONMENT, Water Quality Control Division
Rationale -Page 3, Permit Na. CO-0000221

B. Receiving Water Data
uali Quality data jot Grassy Creek, Dry Creek and Sage Creek and tributaries are unnecessary. The perrtiittee
monitored Fish Creek. The mean of three samples colleaed over the period from January, 1992 through September,
1996 for total recoverable iron is 6.77 mg/f. This value will be used in section Vl.A.2. (See Table V!-6).
2. Quantity, Acute and Chronic Low Flows: The flows which will be used to calculate acute and chronic effluent
limitations are the one-day-in-three-year low flow (IE3) and the 30da}~-in-three-year low flow (30E3) respectively.
Those flows have been determined for Grassy Creek, Dry Creek, Sage Creek and Fish Creek 6y the Water Quality
Control Division, and are as follows (all flows in cubic feet per second):
Table ///-1 -Acute and Chronic Law Flows for Grassy Creek,
Dry Creek and Sage Creek and [heir tributaries
Acute Chronic
Annual
0
Table /1I-2 -Chronic Low Flows for Fish Creek
Annual Jan Feb Mar Apr May Jun Jul Aug Sep .Oct Nov Dec
i
0.4 2.4 2.4 3.4 5.5
I['. FACILITY DESCRIPT/ON
.4. /nduslry Descrption
7.0 J.8 0.6 0.4 0.4 I.3 1.3 2.3
Tvoe of/ndustrv: Seneca Coal Company operates three surface coal mines -the Seneca I/ Mine, the Seneca 1l West
Mine and the Yoasr Mine, together as what they refer to as a "Logical Mining Unit". Some areas of the mines have
been reclaimed, however, no sedimentation pond systems serve entirely reclaimed areas. Additional information can
be found in the previous rationale dated May I5, 1992, and subsequent amendment numbers 1 and 2, dated
December 27, 1993, and April 11, 1996, respectively.
?. Sources to the Treatment Plam: The facilin generates surface runoff, spoils spring water, pit punipage (typically
precipiraiion that has entered the actively mined pit areas) and vehicle (coal haul truck) wash water. These waters
are routed to the various sedimentation ponds for treatment and discharge. Ta61e II-1 on page 2 specifies which
sources are treated in specific pond systems.
3. Chemicals Used: The permittee did not specify an} chemicals for use in waters that mm• be discharged. On this
basis, no chemicals are approved under this permit. Prior to use ajany applicable chemical, the permirtee must
submit a request for approval which includes the most current Material Sajen• Dafa Sheer (MSDS) for rhar chemical.
Until approved, use of am' chemical in waters rhar may be discharged could result in discharge of pollutants nor
aurhort;ed under the permit. Also see Pan II.A.2. of the permit.
B. Wastewater Treatment Description
The treatment system is unchanged from that described in the previous permit and subsequent amendment numbers 1 and
2. Please refer ro these documents for funkier information.
•
Pursuant to the authorin' of Article 9, Title 25, Rexularians for the Cenifrcarion of Water Treatment Plant and
Wastewater Treatment Plant Ooerarors. this facility may require a cenifred industrial operator. The perntittee should
contact the Colorado Plant Operators Certification Board at (303) 692-3550 for further information.
