These roads are the Slyvester Gulch Road from the paved main access road to the <br />Slyvester Gulch fan and the Portal Access Road. The criteria for access road certification aze <br />stated in Section 4.03.2 of the Regulatioas of the Colorado Mined Land Reclamation Board for <br />Coal Mining. All required criteria were met for these two access roads. There are no side slopes <br />steeper than 1.SH:1 V. Slyvester Gulch Road has an average grade of nine percent with a small <br />200 foot section at 9.8 percent grade. The Portal Access Road has an average grade of 10 percent <br />with a 200 foot section at a grade of 11.6 percent.
