<br />Exhibit "C" <br />6.3.3 The Mining Plan-for the Ghost River Gravel Pit is as follows, (please also see map). <br />(a) Specify the estimated dates that mining will commence and end: <br />Present plans are for mining to start in the later part of the 4"'QTR. of 2002 after permit <br />approval. The 9.9 acre deposit is anticipated to have a life of 5 to 12 years. The life of this 110 <br />permit area is dependent upon the population growth in the local area. This pit will be used for <br />road base for the local roads that will be need for the new home sites be developed. Also <br />construction aggregates will be sold in the area for private drive-ways and other construction <br />activities. <br />(b) The depth of plant growth medium to be salvaged for reclamation will vary <br />from 3" to 6". Although it is a sandy-loam topsoil it is an adequate growth medium. Established <br />topsoil stockpiles will be saved on site and moved only when needed to prepare the site for <br />seedine. Topsoil stockpiles will be seeded with 7#/ PLS per acre of Western Wheatgrass to <br />reduce the chance of erosion. Plant growth stockpiles will be located separate from other <br />stockpiles (which will be product) out of the way of mine traffic and stream channels or <br />drainage-ways. The location of plant growth medium stockpiles are shown on Exhibit "E" map. <br />(c)The overburden depth varies from 18" to 8 feet however most of this material will be <br />sold either in the road base or as structural fill. There is no waste rock in this deposit. There will <br />be no waste rock or overburden piles to be shown on the map. <br />(d) Present indications are that the deposit will have 20 to 30 feet to be mined <br />(e) The major components of the mining operation are limited. Access to the pit will <br />be by County Road 110 and an existing ranch road which the owner wants left for use upon <br />completion. County road 110 connect to I-25 to the West at Exit 64, this distance is approx. 4.5 <br />miles. There will be no office, shop/maintenance facility. The only plant and/or processing <br />facilities could be a portable cnisher, and screening and gravel processing equipment production <br />is expected to be less than 70,000 tons per year. Since this is a dry open pit operation there will <br />be no underground openings such as adits or ventilation facilities. The Exhibit "E" map shows <br />the pertinent details. <br />(f) The only existing significant disturbance to the land surface is a pre-law pit excavation <br />of about 3 acres that will be in the permitted pit excavation. All of the topsoil is gone and no <br />plant growth has established. This area is in the permit area of the 9.9 acres. There will be no <br />mine benches, impoundments; or water rock disposal area. <br />
