The Division's concern is <br />that a pile of topsoil will be subject to erosion and unstable for <br />an extended period. <br />The Division is granting the request for extending the decision <br />date. Also, thank you for the responses you sent in regard to the <br />adequacy review. One concern still is the stabilization of topsoil <br />stockpiles during the mining. Your letter of January 24, 1994, <br />states that the piles will be "self contained" and will not be <br />reseeded. Self contained is not very specific. In our phone <br />conversation this afternoon you said that as mining progresses the <br />topsoil will be replaced, ie., reclamation will occur in an ongoing <br />manner. You also stated that the piled topsoil will revegetate <br />Attached you will find a copy of Rule 6.4, from the state Rules and <br />Regulations, pertaining to "Topsoiling." The Division generally <br />regards one year as the maximum amount of time that the topsoil may <br />be left without revegetation, yet not be subject to erosion. <br />As an operator of active pits, I encourage you to become familiar <br />with the Rules and Regulations. If you need a complete set of the <br />current Rules, please request one from the Division; a set costs <br />five dollars. <br />So that we may make the application information complete, and <br />ensure that we have every item addressed, please provide a <br />statement answering the following: planned topsoil removal, <br />stockpiling and sloping methods; length of time topsoil will be <br />stockpiled before use again in reclamation; the phases or steps of <br />the mining operation (and how reclamation will also be phased); <br />and if you intend to follow the SCS recommendations for final <br />reclamation. <br />(cont.) <br />
