~~ Telephone Lines <br />The buried telephone lines were not impacted by the mining operation. Twentymile has undermined and subsided a <br />section of buried line in the Southwest Mining District. Tn the event there is a dismption in service, i.e. line <br />severed, Twentymile would become aware of it immediately as the mine is served by that ]ine. If service were <br />disrupted, a repair crew would be called out to service the line. TCC did not have to exercise this repair option. <br />The line was subsided by mining conducted in the 9, 8 and 7 Right panels without disruption to service. It is <br />anticipated the lines will continue to respond to subsidence in the same fashion. <br />Aquifers <br />The Twentymile Sandstone is the only large regional aquifer that is above the coal seam. It is not anticipated that <br />any wells will be impacted from the undermining of the Twentymile Sandstone. The present hydrologic monitoring <br />program conducted by Twentymile Coal Company does not show any impact to this formation outside of the <br />mining area. Therefore, it would be prudent to predict no off-site impacts to this unit. <br />Foidel and Middle Creeks <br />Twentymile Coal Company's mining did not result any material damage or diminution of use to either Foidel or <br />Middle Creeks. Exhibit 7E contains the subsidence predictions for both of the creeks. Exhibit 71 further expands <br />the description of worst~ase subsidence and substantiates Twentymile's position that no material damage will <br />occur nor will repairs be required. This position has been substantiated by the experience gained with subsiding the <br />segment of Foidel Creek overlying panels 9, 8, and 7 Right. The creek subsided and small pools were formed in <br />the subsidence trough for panel 9 Right. Flows were temporarily disrupted, but have been returned to normal <br />conditions. This information is provided in the semi-annual subsidence reports. The same response of the creek is <br />anticipated as mining progresses in the Eastern District. <br />EMD (Panels 2 Right through 6 Right) (PR 97-114) <br />The proposed mining in the EMD should not result in the material damage or diminution of reasonably foreseeable <br />use of structures or resources in the five-year mine plan (1993-1998). The swctures, which will be subsided, within <br />the five-year mine plan area include County Road 33, powerlines (Public Service, Western Area Power Association, <br />Yampa Valley Electric Association, and jointly-0wned line), telephone lines (II.S. West), Twentymile Sandstone, <br />Foidel and Middle Creeks. <br />County Road 33 <br />Tn reference to County Road 33, Twentymile has gained recent experience with undermining and subsiding this <br />road. The experience indicates that either tensional or compressional fiactures may be manifested in the road <br />surface. This results in either cracking or buckling of the road surface, The segment of the road located over the <br />west end of Panel 6 Right experienced buckling. The segment has been rotomilled, followed by a leveling course <br />and then a final overlay. The repairs for county road 33 are completed and TCC is awaiting a letter from the county <br />advising that it has met its obligation for repairing the road.
