(development mining) and [he second the amount of cover. No monitoring of this powerline is warranted at this
time.
Railroad
The Union Pacific Railroad spur traverses over panels ] 2 Right through 16 Right and their associated gateroad of the
proposed five-year permit (1998-2003). The overburden thickness varies from_ 1000 to 1,100 feet in the corridor
where the railroad passes over the mine workings. The location of the rail line is shown on Map 23B, Structures and
Renewable Resources
The worst-case impacts due to subsiding [he railroad track could result in a train derailment. In the unlikely event
that this should occur, the coal spilled from the cars would be cleaned up to the extent practical. The coal would be
either returned to the car or hauled back to Twentymile's facility. In the event this occurred during an inclement
period and ground conditions did not allow for the clean up, the coal will be cleaned up during the next favorable
period. Twentymile does not plan to construct any permanent roads to facilitate the clean-up process. The mobile
equipment (i.e. trucks and loaders) will drive over the tracks or immediately adjacent to the track bed. The
potential clean up will be limited to periods of good field conditions, thereby reducing the chance that a road will
have to be constructed into the clean-up site. A copy of the subsidence agreement between TCC and the railroad is
incorporated into Exhibit 7D-l. Any additional agreement letters from different parties will also be incorporated
into [his exhibit (7D-1)."
During the mining of the 9, 8 and 7 Right panels, the railroad track was subsided without causing any derailments
or other material damage. The track subsided as predicted and the agreed upon repair/maintenance plan was carried
out without any significant problems. The track will be subsided during the mining of panels 12 Right through ] 6
Right. It is anticipated that no problems will result from this mining given the knowledge and experiences gained
during the exercising of the repair plan. TCC will continue to gain knowledge and experience as mining progresses
throughout the remainder of the impacted Eastern Mining District panels and then in the Northern Mining District.
Foidel Creek
Foidel Creek flows in a northeasterly direction through the Northern Mining Districts. Foidel Creek flows across
the east end of Panel 12 Right and exiting near the extreme north-east corner of Panel 12 Right. The location of the
creek is shown on Map 23. The overburden thickness varies from 600 to 800 feet in the c ~idoF where the creek
passes over the mine workings. The projected impacts to the creek are presented in Exhibi 4t~e-3 Northern Mining
District Subsidence Prediction, and in the Probable Hydrologic Consequences of this application. As noted in
(\
APPROVED JUN 2 fl 2000
PR 99-OS 2.05-181.6 3/28100
