The monitoring program proposed to ensure groundwater levels do not fluctuate more than two
feet at the location of large trees on land adjacent to the proposed permit area appears to be
excessive. Other than sediment and fuel, DMG has not identified any means by which the
surface or groundwater resources could be contaminated. Adequate spill containment for the
fuel, and adequate sediment control plans are being addressed in the application to minimize
these potential contaminants. The proposed plan includes numerous wells for monitoring water
quality and water table level. DMG believes only a select few wells are required at the pit
perimeter between the dewatered excavation and the off-site trees to be protected and possibly
the pond to the southeast of the proposed site. If the applicant wishes to collect baseline water
quality for their own purposes and compare to quality of water in the future, that is their right, but
will not be required in this permit. Please specify which wells (location) will be installed and
provide construction details (including diameter and depth) and proposed abandonment
procedures for these wells. Please revise the proposed monitoring plan accordingly and include
revised monitoring protocol that includes a response plan to be followed if monitoring indicates pit
dewatering might be lowering the water table by more than two feet at the location of off-site trees
that are to be protected. This information will need to be included in Exhibit D and L, shown on
permit maps and will be used to calculate well abandonment costs to be included in the
reclamation cost estimate.
21.
