The proposed mine is 1786 feet from my home. There are over <br />600 residences, 3 schools and 2 churches within one mile of the proposed site. There is a mobile home <br />park where more than 200 children live that is less than a mile downwind. A large gravel pit in such a <br />populated area must be well-planned and carefully supervised. <br />In my opinion, the Haldorson application is seriously deficient. As the regulatory agency, I am asking the <br />Division of Minerals and Geology to require Haldorson and Sons, Inc., to take the following steps to <br />complete their mining application: <br />Require Haldorson and Sons, Ir1C.,t0 pay for a thorough, yearlong hydrologic study of the entire 156 acre <br />parcel, that test wells be established around the perimeter and the interior of the property and monitored <br />weekly for at least 12 months, and that the test results be made available for public comment before a <br />mining permit is issued. (Haldorson is claiming, without any evidence to support his claim, that there is no <br />ground water on the site. 1 am enclosing a preliminary report from a hydrogeologist that states otherwise.) <br />Require Haldorson and Sons, Inc. to provide evidence that the proposed mine will not alter or impact the <br />historic operation of existing water rights. (Again, refer to the enclosed hydrologic report for evidence that <br />the mining operation, as described in the application, would indeed alter and perhaps destroy the <br />decreed springs that presently exist down gradient from the proposed mine. The proposed mine would <br />also create a well that would disrupt groundwater flows for a large area.) <br />Require that the applicant submit a plan that clearly prevents contamination of ground water and surtace <br />water from oil, fuel, concrete or other contaminants for the life of the mine and that this plan be made <br />available for public review before a decision is made regarding the permit. <br />Require the applicant to pay for studies to establish r nt air quality and ground water quality and <br />quantity in the area around the proposed mine. This baseline information is essential for enforcement of <br />air quality and water quality and quantity standards during the life of the mine. <br />Require Haldorson and Sons, Inc., to mitigate the industrial-level noise this mining operation would inflict <br />on local residents <br />Require Haldorson and Sons, Inc. to improve the present reclamation plan so that the 156 acres will <br />actually be formable cropland as the application claims it will be. Require that during reclamation the land be <br />
