<br />EXHIBIT "D" <br />MINING PLAN FOR TROUT CREEK PIT <br />Mining operations for area "A" as shown on the Mining Plan Mep will wnsis[ of drilling and blasting to <br />produce specified riprap. As shown on Exhibit "C" Mining Map, the actual quarry area will be <br />approximately 10 acres, depending on quality of the rock. The quarrying process will be done by benching <br />down from the top and will be done in 12 to 20 foot lifts. Ear1r lift will be offset from the last by 6 to 10 <br />feet, leaving the wall of the quarry at an approximate 2:1 slope. The drilling will be done with <br />conventional air beck drills. Low powder factors will be used to produce large blocks that will be sorted. <br />Any oversized material will be reduced using mechanical breakers. <br />The rough product will be sorted and sized in the area to the west of the quarry area. The approximate area <br />will be in the vicinity of 7.5 acres. 'This will also be the area where the fmal products will be stored until <br />hauled to locations of placement. The product will be handled with hydraulic excavators, dozers and <br />loaders. <br />The mining process for the remaining area of effected land, area "B", will actually be a reclamation project <br />in itself. The overall concept is to remove the sands and gravels that have been deposited from past floods. <br />This was once a very fertile and productive ranch. A copy of a brief history and a paintin of this ranch <br />have been included in the Reclamation Plan for reference. The latest flood occurred in 1924 in which the <br />majority of the sand and gravel was deposited. It is the intention of the landowner to remove all of this <br />deposit, reclaim the existing topsoil buried beneath and plant alfalfa, which will be irrigated with <br />mechanical sprinklers. <br />Mining operations for area "B", or the remainder of the permitted azea, are to remove sands and gravels <br />tfiat were deposited by past floods. The sands and gravels were deposited with the thickest portion to the <br />east and fanning out to the west. The plan is to remove all of the deposited material to the original topsoil <br />that lies beneath. These operations will eventually adjoin the riprap quarrying operation. "Ibis operation <br />will be carried out with the use of scrapers, dozers, loaders end motograders. <br />Stockpiles of the raw product will be onsite. Processing will take place on the affected land as well as at <br />our Avery pit located on the south side of Buena Vista. Processing onsite will be any one or combination <br />of the following: Screening, conveying and/or raw material excavation and transportation offsite. N^_ <br />onsite washing is planned. <br />This situation is unique due to the fmal topsoil being in place below the deposits ofsand and gravel. By <br />our removing these deposits, we are actually doing the reclamation, Once the topsoil is exposed, it will be <br />cultivated, fertilized and planted in alfalfa to retran it to productive cropland. The landowner will be <br />placing center pivot sprinklers to irrigate the area. This will be done as enou opsor is exposed to <br />economically plant at one time. There is no overburden to be removed, as the overburden is the flood <br />deposits proposed to be mined. Prior to the flooding, this area was productive ranch ground as well as a <br />smell apple orchard. The risk of future flooding has been eliminated by the placement of a Roller <br />Compacted Concrete (RCC) dam at the narrow canyon mouth near the northern boundary of the southwest <br />'/. of the northwest '/. of Section 26, or area "A". Blast monitors will be used on and around the dam when <br />blasting for riprap occurs. <br />Groundwater is not expected to be encountered. Trout Creek is being held back by the newly constructed <br />RCC dam just upstream of the affected land. Prior to the dam, Trout Creek historically went underground <br />in the area near the dam and continued under the off acted land. My discharges from the dam also go <br />underground. The proposed operations will not effect the groundwater. <br />Water for dust control will be purchased from the landowner end will be delivered from the RCC dam <br />
