6. Dr. Richard Warner, author of SEDCAD and leading authority in <br />the field of hydrology and sedimentology, readily admits that <br />the Curve Number Procedure is not an exact science. A recent <br />study of the CN by Allen Hjelmfelt, Jr., sent to Colowyo by <br />Dr. Warner, concluded that curve numbers are not constant, <br />vary from rainfall event to rainfall event, dry antecedent <br />conditions are associated with a wide spectrum of curve <br />numbers, and semi-arid watersheds do not seem to fit the curve <br />number approach with watershed and individual storm <br />characteristics being more important in those dry conditions. <br />• <br />
