Revere Parkway, Suite 250 <br />Englewood, CO 80111-6411 <br />RE: American Soda/Yankee Gulch Sodium Minerals Project <br />Application <br />Dear John: <br />The Rio Blanco County Planning Department is in the process of <br />completing a preliminary review of the American Soda Project. The <br />following information is suggested to be provided before this project is <br />scheduled before the Planning Commission. <br />1. Additional information with reference to the water quality <br />characterization and water monitoring is requested. The Rio <br />Blanco County Planning Department has made issue with the <br />water quality characterization. Steigers Corporation and American <br />Soda personnel has verbally concurred that some of the cvater <br />quality data submitted with the Environmental Impact Statement, <br />mining plan, and Groundwater Hydrogeology and Water Quality <br />Monitoring Program at the Yankee Gulch Project prepared by <br />Agapito Associates, Inc. does not accurately reflect the existing <br />water quality at the Yankee Gulch site. A letter acknowledging this <br />situation which includes any proposal to provide accurate baseline <br />data is suggested to be provided to the Planning Commission. [n <br />addition, a monitoring plan for the Piceance Creek alluvial aquifer <br />and local springs is suggested to be included. <br />2. The estimated project costs submitted for the Yankee Gulch site <br />appears to have omitted the costs of about 427 wells. Based on <br />the information provided, this omission appears to result in the <br />total proposed investment at the Yankee Gulch site to be <br />underestimated by roughly 160 million dollars.
