proposed site appearing in Section 25. Please revise and resubmit the Location Map to <br />reflect the correct location of the site. <br />Rule 6.3.3 Exhibit C- Mining Plan <br />4. The applicant should commit, in writing, to staying two (2) feet above the seasonal <br />high groundwater elevation unless it can be demonstrated the mining will not <br />intercept groundwater at a lesser depth. Please explain how this operation will not <br />intercept ground water, as is stated in the proposed mine plan (6.3.3(1)), given the <br />following information provided by the applicant: <br />a. Section 6.3.3(b) estimates the minimum depth of topsoil to be salvaged to be five <br />inches. <br />b. Additionally, Section 6.3.3(L) states that "the operator intends to maintain the <br />proposed excavation depth of 15 feet." <br />c. This totals a minimum excavated depth of less than 16 feet. <br />d. How will ground water interception be prevented when the estimated depth to <br />water is 4569 feet (as stated in the information from the National Water <br />Information System provided to the Division with this application package) and <br />the approximate mining elevation will be 4274 feet (4290 feet =current elevation) <br />minus (approximately 16 feet =depth of mining)? <br />Please designate if disturbances such as benches or impoundments will occur, and if so <br />specify their dimensions. <br />6. Exhibit C, Section (b) of the application package states that approximately five inches of <br />topsoil will be salvaged during mining, but Exhibit E states that eight inches of topsoil <br />will be replaced upon reclamation. Please affirm the quantity of topsoil that will be <br />salvaged during mining, and subsequently replaced during reclamation. <br />Additionally, Exhibit C, Section (b) also states that if five inches of topsoil will be <br />salvaged, then approximately 2000 cubic yards of topsoil will be stockpiled on site. This <br />would be accurate if the plan is to mine the site in phases, but if the entire site is to be <br />stripped of topsoil at once, then the approximate volume of topsoil that will be stockpiled <br />on site would be approximately 5000 cubic yards. Please confirm the approximate <br />volume of topsoil that will be stockpiled on site. <br />Rule 6.3.4 Exhibit D- Reclamation Plan <br />8. Please provide a notarized letter from the landowner allowing/requesting the hauUaccess <br />road, to be constructed, be left in place after reclamation is complete. <br />9. Please describe the practices, structures, and/or measures to be implemented to control <br />sedimentation and erosion from the mine site into the nearby Smoky Hill River drainage. <br />Rule 6.3.5 Exhibit E- Map <br />10. Per the requirements of Rule 6.3.5(3) please submit a reclamation plan map that shows <br />the gradient of all reclaimed slopes. The maps provided to the Division do not distinguish <br />between the mining plan map, and the reclamation plan map. <br />
