• <br />• <br />I• <br />Exhibits 12-1, Operations Plan, and 13-1, Facilities Map, show the proposed location of these <br />structures in the facilities area. <br />Waste Water, Waste water and sewage will be disposed of by septic systems. The bathhouse building <br />will have a septic tank and leach field located southwest of the building. All permits or written waivers <br />will be submitted to the Division from the appropriate regulatory agencies prior to construction of the <br />septic system. <br />Domestic Water. A water well will be drilled in the yard area northwest of the bathhouse building as <br />shown on Exhibits 12-1, Operations Plan, and 13-1, Facilities Map, Well specifics are detailed in Tab 7, <br />Hydrologic Description. <br />Solid Wastes. Solid waste will be collected in dumpsters or other suitable containers and disposed of <br />at an approved dump site off the mine property. <br />Explosive Storape. The explosives storage area will be located at the very south end of the facilities <br />area. At this location, as shown on Exhibits 12-1, Operations Plan, and 13-1, Facilities Map, explosive <br />materials will be stored in drop trailers or in approved skid-mounted explosive magazines. The <br />ammonium-nitrate fuel oil mixture (ANFOI explosive will be stored in two above ground bulk storage <br />silo bins. Explosive storage magazines will be constructed and located according to State and Federal <br />regulations. No permanent buildings will be constructed. <br />Fuel Storage. Storage tanks for diesel fuel and gasoline will be located in the facilities area near the <br />shop building Isee Exhibits 12-1, Operations Plan, and 13-1, Facilities Mapl. The diesel and gasoline <br />tanks will have a storage capacity of 20,000 gallons and 5,000 gallons, respectively. Spill prevention <br />and containment measures will be implemented in accordance with Seneca's Spill Prevention Control <br />and Countermeasure (SPCC) Plan. <br />Power Transmission. A 69KV power transmission line and substation was permitted and constructed <br />by the Yampa Valley Electric Association at the Yoast mine. The existing line accesses the mine area <br />from the east edge of the permit boundary near sedimentation pond 011 and runs to the substation <br />located on the west side of Haul Road B. The purpose of the substation is to step down the incoming <br />69KV to 4160V to suit the needs of the dragline. <br />The original substation will be relocated to the south and will be situated on the south side of Haul <br />Road D as shown on Exhibit 12-1, Operations Plan. This relocation will require construction of about <br />3,500 feet of overhead transmission fine. The relocated site will contain a 4,160V substation to <br />provide service Tor the dragline and a 7,200V substation to provide service for the highwall miner. <br />Equipment Erection Site.
