State Reg. <br />the Seneca II Mine, steeper slopes contain less topsoil than • <br />gentle slopes. Thus, areas where topsoil removal is difficult, <br />if not impossible, due to the above conditions, will be those <br />areas that do not contain the most favorable topsoil. Also, <br />due to the above conditions, it's hard to delineate on a neap <br />all of the specific areas where problems may arise. If a <br />problem area does arise, the area will be shown to a CMLR <br />inspector for their approval of a variance from removing <br />topsoil in specific areas. <br />Most slopes will be scraped from top to bottom and at times the <br />use of the blade or bowl of the scraper is needed as a braking <br />system. Because of the severity of some slopes and the desire <br />for maximum topsoil recovery, topsoil cannot be removed in <br />uniform thicknesses. <br />4Jhere topsoil exists on a steep slope and where there is room <br />enough for scrapers to maneuver at the bottom of that slope, • <br />topsoil will be removed by pushing topsoil downhill with a <br />dozer and stockpiled or directly spread onto regraded areas <br />with a scraper. <br />Topsoil stockpile maintenance procedures and topsoil distribution <br />methods are found in Tab 13 of this permit application. <br />Topsoil was removed in the proposed mine office area (see page <br />12-18) prior to any disturbance by construction activities. <br />This topsoil was stockpiled in the nearest available existing <br />topsoil stockpile.
