• There are approximately 3.5 miles of existing light-use roads. <br />~ese roads will only be used on an intermittent basis for <br />purposes other than transportation of coal including, but not <br />limited to, roads used for monitorirg aryl periodic maintenance <br />of monitoring facilities and reclamation areas, access for <br />scrapers to and from topsoil stockpiles, or other occasional <br />use. <br />4.03.3(1) C'eneral Rerniirpmantg, peabody will OOILStruCt, maintain and <br />reclaim light-USe 1'OadS tO minimiZe erWlOn aryl SlltdtlOn, aiS <br />and water pollution arxi damage to public and private property. <br />`ib the extent possible, using the best technology currently <br />available, light-use roads will not cause damage to fish, <br />wildlife, or related envirornmntal values aryl will not cause <br />additional contributions of suspended solids to streamflow or <br />to runoff outside the permit area. Any such contribution <br />shall not be in excess of limitations of State or Federal <br />• law. '1f10 locations of PY; CY; M light-use proposed roads are <br />shown on ESdiibit 12-1 and a typical cross section is shown on <br />Figure 12-5. <br />4.03.3(2) Location. Peabody will locate light-use roads on ridges or on <br />a stable slope in order to m;n;m;ze erosion. No part of any <br />light-use road will be located in the channel of an ephemeral <br />stream where the upstream watershed is laYyer than one square <br />mile and >n intermittent or rnmnn;al streams unless <br />specifically approved by the Division. Stream fonds of an <br />ephemeral stream when the upstream watershed is larger than <br />one square mile and intermittent or perennial stream will be <br />approved by the Division before construction proceeds. All <br />other stream crossings will consist of culverts in flowing <br />streams, wnsistently wet areas, and in ephemeral channels as <br />necessary to allow passage and to m;n;m;ze disturbance of the <br />hydrologic balance. Light-use roads planned to be used for a <br />• period of less than six months will utilize temporary <br />12-37k Revised 12/10/92 <br />
