'° ,
- 6 -
XIV. Operation Description
* 25.
~~ V
N~~
XY. Roads
26.

January 10, 1989
Item 8 on Page 9 of the midterm document requested that sections of
the application addressing time frames, and anticipated disturbance
and production schedules be updated to reflect current conditions.
This information has not yet been updated and will have ta~.be
provided prior to recommencement of mining. At a minimum, prior to
renewal issuance, information regarding general status of the
operation with respect to facilities construction, phase of pit and
fill development, material volumes, etc. should be submitted.
The application will need to be revised as specified by items 11,
12 and 13 of the midterm document.
XVI. Backfilling and Grading
27. The discussion of fill and underdrain construction on pages 76-79,
and permanent channel construction on page 97 should be updated to
~ reflect current conditions.
`~ 28. In order to verify pit and fill volumes for bonding purposes,
results of a topographic profile survey and swell factor
~ determination as discussed on pages 29 and 30 of the 7/83 Findings
~ Document will need to be submitted.
XVI I. Coal Processing Waste and Non-Coal Processing Waste
29. Pages 84 through 89 contain numerous contradictory statements
regarding the potential of coal processing waste to be acid
forming. Given the encapsulation backfill plan which was approved,
it was evidently determined that there was a potential for the
material to be acid forming. Contradictory statements in the text
need to be deleted or clarified to ensure that the text is
internally consistent.
* Issues need to~be resolved before a renewal permit can be issued.
DTM/eas
2492E
