Roads <br />26. <br /> <br />January 10, 1989 <br />Item 8 on Page 9 of the midterm document requested that sections of <br />the application addressing time frames, and anticipated disturbance <br />and production schedules be updated to reflect current conditions. <br />This information has not yet been updated and will have ta~.be <br />provided prior to recommencement of mining. At a minimum, prior to <br />renewal issuance, information regarding general status of the <br />operation with respect to facilities construction, phase of pit and <br />fill development, material volumes, etc. should be submitted. <br />The application will need to be revised as specified by items 11, <br />12 and 13 of the midterm document. <br />XVI. Backfilling and Grading <br />27. The discussion of fill and underdrain construction on pages 76-79, <br />and permanent channel construction on page 97 should be updated to <br />~ reflect current conditions. <br />`~ 28. In order to verify pit and fill volumes for bonding purposes, <br />results of a topographic profile survey and swell factor <br />~ determination as discussed on pages 29 and 30 of the 7/83 Findings <br />~ Document will need to be submitted. <br />XVI I. Coal Processing Waste and Non-Coal Processing Waste <br />29. Pages 84 through 89 contain numerous contradictory statements <br />regarding the potential of coal processing waste to be acid <br />forming. Given the encapsulation backfill plan which was approved, <br />it was evidently determined that there was a potential for the <br />material to be acid forming. Contradictory statements in the text <br />need to be deleted or clarified to ensure that the text is <br />internally consistent. <br />* Issues need to~be resolved before a renewal permit can be issued. <br />DTM/eas <br />2492E <br />
