BANTA, Director <br />January 10, 1989 <br />Mr. Jim Hendricks <br />Pueblo Coal, Inc. <br />278 Sawyer Drive, Suite lA <br />Durango, Colorado 81301 <br />RE: Carbon Junction Mine Midterm Renewal, File No. C-82-054 <br />Dear Mr. Hendricks: <br />.~ <br />,y~~~; <br />i <br />This letter addresses the Division's preliminary adequacy concerns pursuant to <br />Rule 2.D7.4(1), for the Carbon Junction Mine permit renewal application. <br />Additional review comments may be forthcoming in the next few weeks, <br />particularly with regard to adequacy of the reclamation bond amount, as we <br />have not yet completed a review of the reclamation cost projections. <br />As you are aware, the permit application documents currently on file at the <br />Division are decidedly out of date. This concern was originally raised in the <br />Division's April 8, 1985 Midterm Review Document which set forth a number of <br />issues ~+hich needed to be addressed and included in the permit volumes. T'ne <br />mine went into temporary cessation at about the time the midterm was issued, <br />and it was subsequently agreed that a number of issues identified in the <br />midterm review could be put on hold until recommencement of mining activity. <br />The following commitment was made in a letter of t4 ay 6, 1987 pursuant to <br />Technical Revision No. 4, approved May 12, 1987. <br />Pueblo Coal Inc., also is committing to the submittal of the following <br />information a minimum of sixty (60) days prior to recommencing mine <br />ac tivi ties. <br />A. Complete the update of the permit application document addressing <br />Section IY-Point 2, and Section V-Points 1, 3, 4~, 4G, 5, 5, 7, B, <br />9, 11, 13, 15, 17, 18, 19 and 20 from the midterm review. <br />B. Submit the haul road certification (Section Y Point 12 from midterm <br />review) for portion of haul road currently not certified. <br />C.
