15. Will topsoil be imported to this site for reclamation? If so, please provide details of the
importation and placement process.
16.Please provide reclamation details for the access road, the settling pond and the berm on the
southeast side of the pit.
17.The proposed seed mix is inadequate in that it does not provide for re-establishment of a
diverse vegetative stand. It is understood that this area does have conditions that limit the
variety of vegetation that will grow there, but other salt and drought tolerant species, such as
those identified in Exhibit J could be added to the seed mix. These species include; alkali
sacaton, western wheatgrass, saltgrass, galleta, four-wing saltbush, shadscale, and
greasewood. Rubber rabbitbrush and sagebrush are also possibilities. Please revise the
proposed seed mix by adding a few of these species and adjust the application rates
accordingly. The suggested target number of seeds per square foot is approximately 40.
18. Please ensure that a timing schedule is included for each step of the mining and reclamation
plans. Specifically, indicate what steps of these operations will occur in each phase, when
they will occur and how they will take place. Provide details of types and volumes of
materials moved, and where the material is moved from and where it is being moved to. This
timetable should be adequate to show what operations are occurring in each phase at any
given time in the life of the operation.
19.Please provide details and timing of the revegetation tasks, including application rates and
methods. These tasks should include topsoil placement, soil tilling, fertilizer application,
seeding, and mulch application. The Division highly recommends that concurrent reclamation
be performed, including revegetation tasks, on as much area as possible behind the active pit.
EXHIBIT G -Water Information
20.Dewatering of the pit and evaporative losses are considered to be impacts to the groundwater
systems, as is collection and settling of surface water. Please provide the information required
by Rule 6.4.712).
EXHIBIT J -Vegetation Information
21.Please provide estimates of percent vegetative cover provided by each vegetation type on site
(i.e., trees, tall shrubs, low shrubs, grasses, fortis, etc.).
EXHIBIT L -Reclamation Costs
22.After completing the revisions to the mining and reclamation plans, as required by the
comments listed above, please provide the information specified in Rule 6.4.12 for these
revised plans. The Division will require that pit dewatering costs be added into the
reclamation cost estimate.
EXHIBIT Q -Proof of Notice to Sail Conservation District
23.The delivery address on the top of the Proof of Notice to the Mesa Soil Conservation District
indicates the notice was delivered to the Mesa County Soil Conservation Service. Please
verify that this notice was actually received by the Mesa Soil Conservation District.
