Simpson, P.E. <br />State Engineer <br />This letter is in response to your application for a substitute water supply plan for the <br />Farfrumwurkin, LLLP File Pit II Site. The required fee of $1,343 for the substitute water supply plan <br />has been submitted. <br />The anticipated net depletion fbr this plan during the twenty months of operation is 11.13 <br />• acre-feet per year. It should be noted that the mining at the site will begin in October of 2003 and will <br />cease the end of May 2004.There will be approximately 0.30 acres of water surtace exposed after <br />December 31, 1980 in the dewatering trenches. Two dewatering wells are to be placed on the east <br />side of the pit to facilitate dry mining. Any lagged stream depletions to Boulder Creek resulting from <br />pumping wilt be offset by placing the water collected from dewatering directly into a recharge well <br />located approximately the same distance from the river as the dewatering wells. According to the <br />information submitted, no watersurface was exposed within the reclamation permit boundarypriorto <br />January 1, 1981. <br />You have provided a monthly breakdown of the annual depletions for six months of operation <br />at this site. During this period there are 0.177 acre-feet of evaporative Ioss,10.68 acre-feet of water <br />lost with the mined product asser_.iated with the mining of up to 362,000 tons of aggregate and 0.3 <br />acre-feet of water used for dust control. No phreatophyte credit has been applied to this plan. <br />The proposed source of replacement for this pit is 12.81 acre-feet of fully consumable water <br />leased from the City of Louisville and made available at its wastewatertreatment plant. A 15 percent <br />river transit foss is included in this amount. The long-term replacemeni requirementwill be satisfied <br />through a bond with the Division of Mineral and Geologyfor backfilling. The monthlydepletions and <br />replacement requirements are found on the attached table. <br />As required by Senate Bill 89-120 in Section 8, this substitute water supply plan has been <br />provided to an outside consultant for review. The consultant has recommended approval of the plan <br />by way of this letter. Based upon statutory requirements and the recommendations of the <br />consultant, I hereby approve the proposed substitute water supply plan in accordance with §37-90- <br />137(11), C.R.S. subject to the following conditions: <br />• <br />
