The permit <br />pertains to a screener (91ME373F-1) for the processing of aggregates mined at <br />the site and for the actual gravel extraction (91ME373F-2) including topsoil <br />removal and atockpilinq, overburden, raw material, and for loading and t~aulinq <br />these materials. In addition, a Fugitive Particulate Emissions Control Plan <br />accompanies the permit. <br />events, <br />An inspeotion of the existing gravel pit and the proposed area for expansion <br />was made on February 18, 1994. During the inspection, it was noted that all <br />requirements for the extraction, storage, hauling and reclamation of materials <br />were being mst. It should also ba noted that no air emission cortQslaints have <br />been received concerning normal operation activities. One area of concern <br />relating to dust control is thn proper stabilization of material stockpiles <br />and haul roads during high wind events. The exposed nature of the hilltop <br />location makes the source subject to high dust emissions during unusual <br />weather related events. The same concern has been expressed for the <br />neighboring Orohard Mesa Landlill. This Department believes that the sour-re <br />hag detmnstrated its ability to prevent high dust emissioa~s during these <br />Bare canfueioar apprarently axiata concerning Fg. 6 "Proposed Lard use^ of the <br />petitioners gropoaal prepared by Mr. Tan Lague: <br />In paragraph 1, he atatea that the total mining activity would be at least <br />"15 years" but at maximun production levels, it is apparent that the amount of <br />aggrsgate in the expansion arena Would only support such a level of activity ~o: <br />for approximately 5 years. This point needs to be clarified by the <br />petitioner. Currently, Plnisaion Permit 91ME373F-2 stipulates that "Production t~,`w~~ <br />of gravel shall not exceed 6,000 tons/day and 200,000 tuna/yearn' This will 4 ~0 <br />be changed to read "Production of aggregate shall not exce 5,00 tons/day or <br />200,000 ton/year." Total material yields era estimated at ap ximately <br />1,000,000 tons over the life of the operation. The majority of material <br />extraoted will be used as pit-run for fill and will therefore not be screened. <br />Paragraph 3 fails to detail a mechanized screener for which the petitioner has <br />an exiatinq air emission permit. This screener has been used sparingly, <br />mainly for reclamation purposes, and features water spray bars for control of <br />d~sat emissions. Its permitted production levels are hot to exceed 1G2 ton/hr <br />or 81,000 ton/year. In addition, a wager truck featuring a atanizi.ng spray <br />mist oan be used in Conjunction with the operatioi if necessary to contr-ot <br />HI118510TL5. <br />![-3 a <br />
