be lined with impervious material and the drainage treated. Coal waste banks already constructed will <br />be modified as directed by the appropriate regulatory agency. <br />The material will be placed and compacted in a maximum of 24-inch lifts. The material will be placed so <br />that no ponding of surface water can occur on or behind the waste bank. Runoff will be picked up in the <br />diversion ditches located along the toe of the refuse bank where it intersects the original ground. As the <br />refuse bank grows higher, the edges will be sloped back at 4(h):1(v) or flatter to provide positive slope <br />stability and minimize slope erosion. See Map 76 for the reclamation schedule. <br />Access will continue to be maintained as the sedimentation pond and ditches must be inspected and <br />cleaned periodically. <br />Once the sub-area has been declared properly reclaimed, the sedimentation ponds, temporary ditches, <br />and access road will be reclaimed and the permanent diversion ditches will be extended into the natural <br />drainage channels. The tops of the reclaimed refuse piles will have a minimum of one percent slope <br />toward the edges. The reclaimed surface slopes will prevent any ponding even if some settlement <br />should occur. The reclamation of sub-areas 1, 2, 3 and 4 is shown on Map 77. Map 83 shows final <br />cross sections of these areas. <br />More refuse storage area has been provided than is estimated to be necessary. This excess area will <br />be used if refuse volumes are greater than anticipated or the amount of coal eventually mined is greater <br />• than now expected. <br />The bank and pond designs for only the first five sub-areas are presented in this application. Designs <br />for the other areas will be prepared and submitted for DMG's approval prior to the opening of these <br />areas. <br />The disposal areas will be inspected by a qualified person at least once quarterly in compliance with <br />Rule 4.10.2. BME will comply with the inspection and registered engineer certification requirements of <br />Rule 4.09.1(11)(b). <br />In September 1996, the Deserado Mine was granled approval to dispose of the prep plant thickener <br />water in the mined out area (the first longwall district) of the D-Seam in order to utilize the mined out area <br />and reduce sediment build up and cleaning of the ponds handling this discharge. If necessary, a <br />submersible pump could be re-installed at the SDH-2 location for dewatering. <br />Mine Permit Renewal #3 (Rev. 1/00) IV-23 <br />
