road culverts. Ditches and drainage control will be established during construction and maintenance of the
roads to minimize erosion and to assist traffic passage. •
Design and Construction. Light-use roads will be field engineered to follow the existing topography as much
as practicable. Topsoil will be removed and stockpiled in accordance with the topsoil salvage plan.
The horizontal and vertical alignment will be dictated by the topography and the need to avoid obstructions.
Light-use road surfacing material will be adequate for the use of the road. Acid or toxic-forming substances
will not be used in the road surfacing. Light-use roads will be maintained to minimize erosion and to allow
passage of traffic.
Reclamation. SCC will reclaim alight-use road when it is no longer needed in accordance with the
reclamation plan. The road will be closed to vehicular traffic. The natural drainage patterns will'be restored.
All culverts will be removed. Roadbeds will be ripped, plowed or scarified. Cut and fill slopes will be
rounded or reshaped and blended into the surrounding topography. Cross drains, dikes or water bars may
be constructed to contrcl erosion as required. Road surfaces from which topsoil has been removed will be
covered with topsoil and revegetated in accordance with the reclamation plan.
Several postmine landowners have indicated to SCC that they intend to re-establish are-mine ranch
roads. The approximate travel way of these ranch roads are shown on Exhibit 20-2. SCC will regrade
the area of the ranch road to approved postmine topography and revegetate it in accordance with the
Revegetation Plan. The postmine landowner(s) plan to establish atwo-track path across the
postmining landscape to improve access to their property(s) -the ranch roads will not be surface,
nor will there be any drainage control features installed.
Support Facilities
Buildings Proposed buildings consist of a bathhouse trailer (14'w x 38'I x 8'h), and a shop building (40'w x
100'Ix 20'h). These buildings were constructed on the mine site in 1990. Exhibit 13-1 shows the mine
support facility area.
Waste Water Waste water and sewage will be disposed of by septic systems. The office/shop building
complex will have a septic Sank and leach field located southwest of the buildings.
Domestic Water. A water well will be drilled in the yard area northeast of the office/shop building complex
as shown on Exhibit 13-1. Well specifics are detailed in Tab 7.
Solid Wastes. Solid waste will be collected in dumpsters or other suitable containers and disposed of at an
approved dump site off the mine property. There is no solid waste disposal area at the Seneca II-W
mine site.
J
PR-06 38 Revised 01/06
