C. The Black Hawk/Central City Sanitation District (BHCCSD) is constructing a $22M wastewater <br />treatment facility across from the proposed project. The new facility has very large concrete tanks with <br />untreated sewer water and sludge, along with a potable water system on the site which would have a <br />catastrophic event should otYsite blasting endanger their structural integrity. The BHCCSD is also <br />concerned that the quarry project may create adverse conditions through the Black Hawk Fault thereby <br />affecting the wastewater treatment facility. <br />DMG Response -See response to comment 6 above. <br />ISSUES OUTSIDE THE JURISDICTION OF THE DIVISION AND BOARD <br />Issues raised that aze not within the scope of the Construction Materials Act aze as follows: noise, dust <br />control, property values, truck traffic, economic impact. <br />III. DIVISION RECOMMENDATION <br />Based on our review of the permit aQplication and all suppor[ine documentation. the Division recommends <br />~proval of the Reeular 112 Permit Aoplication. with a fmancial warranty requirement of $903.800. <br />
