Carder, Inc. <br />Regular 112 Operations Permit Application <br />Windy Ridge Pit/Windy Ridge LLC <br />EXHIBIT E -RECLAMATION PLAN <br />(a) There is very little overburden and after 50% of the area is mined 10% <br />of the overburden will be replaced. <br />(b) The reclaimed side slopes of the mine area will be graded 3:1 during the <br />course of mining. <br />(c)(i) The growth medium in the area is only 3 to 4 inches in depth prior to <br />mining. <br />We plan to salvage all topsoil possible in order to establish a thickness of <br />plant growth medium in the range of 2 to 4 inches. <br />(ii) When mining as been completed the side slopes and mine floor will be <br />graded. Upon final grading the entire area will be chiseled if possible to <br />a depth of 6" before topsoil material is evenly distributed to provide a <br />firm seedbed. Fertilizer will be added onty if necessary if required by a <br />soil analysis completed just prior to seeding. Seeding will be done in the <br />late fall or very early spring in order to take advantage of the spring <br />rains and to get a headstart on competition from annual weeds. <br />(iii) Seed mixture and rates of seeding that will be followed for reclamation <br />of the site is outlined in the seeding plan provided to us by Karen <br />Conrad of the Prowers Soil Conservation Service. No trees or shrubs <br />will be planted during reclamation <br />(iv) Seeding will be done with a seed drill. <br />(v) Mulching will not be necessary, however, we will commit to providing <br />mulch if the existing cover is inadequate to prevent wind erosion. <br />(vi) No trees and/or shrubs will be planted. <br />
