Sedimentation Structure 003 is located along the central, west edge of Section 31, Township 47 <br />North, Range 15 West at the Nucla Mine (see Exhibfl 13-4). This structure receives runoff from <br />• a very small drainage area (approximately 0.6 acres) which includes a reclaimed haul road, the <br />immediate reclaimed area, and the area around the existing sedimentation structure. The <br />drainage area was mined, regraded, and reclaimed by 1981. No new mining disturbance is <br />planned in this watershed. The existing structure has a capacity of 0.006 ac-ft. (see Exhibit 13- <br />10) and would continue to perform the function of a sediment trap until bond release is approved <br />for this area. <br />Based on the criteria of 4.05.2(3), Peabody requested and received from CMLRD in May 1983 <br />and reaffirmed in 1986 Permit Revision No. 1, an exemption from the requirements of the <br />sedimentation pond regulations (4.05.6) for this structure. <br />Discharge from sedimentation ponds are controlled by energy dissipaters, riprap channels, and <br />other means or devices to reduce erosion, to prevent deepening or enlargement of stream <br />channels, and to minimize disturbance of the hydrologic balance. Discharge structures were <br />designed according to standard engineering design procedures. <br />The hill between ponds 002 and 003 and the topsail storage area west of the Rice house are <br />• exempted from the sediment pond requirement. It was determined that the small amount of <br />sediment in the runoff from these areas could be controlled by using hay bails or a silt fence, <br />whichever is more practical. <br />xictiny Haulage Roads, The following describes the design and construction of 0.31 miles of <br />haul roads at the Nucla Mine. <br />General Requirement_c. Peabody constructed and reclaimed haul roads to minimize erosion and <br />siltation, air and water pollution and damage to public and private property. To the extent <br />possible, using the best technology currently available, haul roads do not cause damage to fish, <br />wildlife, or related environmental values and do not cause additional contributions of suspended <br />solids to streamflow or to runoff outside the permit area. Any such contribution are not in excess <br />of limitations of State or locations of existing and proposed haul roads are shown on Exhibits 12- <br />2 and 12-3. <br />1_osatiS20. At the Nucla Mine, approximately 0.23 total miles of haul roads have been constructed <br />on lands previously disturbed by mining and reclamation operations and 0.08 miles of haul road <br />have been constructed outside of the disturbed area, respectively (see Exhibit 12-2). <br />J <br />13-10 <br />
