PROJECT DESCRIPTION <br />Background <br />The purpose of this application is to obtain authorization for Hall-Irwin Construction Company (Hall- <br />Irwin) to mine, process and sell sand and grave] and to operate concrete, recycling and asphalt batch <br />plants at the Water Resources, LLC property. Hall-Irwin will mine approximately 87 acres of this <br />125.88-acre pazcel. Please see the attached index map (Exhibit B) for the specific location of the area <br />to be mined. <br />Existing Conditions <br />This site is imgated agricultural land, presently used to produce com and oats. Topography of the <br />area to be mined is flat, sloping slightly to the east. <br />There is a significant commercial deposit of sand and gravel located in the alluvium of the South <br />Platte River on this property. The South Platte River lies just to the north and west of the site. <br />Portions of the site may flood during periods of high runoff as portions of the azea to be mined are in <br />the 100-year floodplain (see Mining Plan Map for location of floodplain). In addition, the Plumb <br />Ditch borders the site to the south. <br />Surrounding land uses include residential and agricultural. There are no existing structures on the <br />parcel, however there are several oil and gas wells, tanks and appurtenances that will not be impacted <br />by the mining operation. <br />Hall-Irwin Corporation Page 1 of 35 <br />MLRB 112 Permi[ Application <br />
