These blasting records, along with monthly pit records (hardcopy and electronic copy) can be used- to compile <br />all of the information necessary to recreate the blast and contain the data necessary to comply with Rule 4.08.5. <br />Pre-Blastin¢ Survev <br />Pre-blasting surveys and assessments of surface structures or other structures will be conducted upon request by <br />residents or owners of dwellings located within one-half mile of the Permit Area. A written report of the pre- <br />blasting survey will be promptly provided to the persons requesting the survey and to the Division. For <br />properties owned by Colowyo, a pre-blast survey will not be necessary. In a report dated February 19, 1991 <br />Colowyo initiated and reported on a Building Condition Inspection of the Durham Ranch. Although the Durham <br />ranch was located further than one-half mile from the Permit Boundary at that time (approximately 4200 feet) <br />the inspection was nevertheless completed. The Durham Ranch residents were also presented with a copy of <br />the report. On May 20, 1997 an additional copy of the report was presented to the Durhams and also a copy <br />forwarded to the Division. A copy of-the May 2Q 1997 letter can be found in $xhibit 14 -Seismograph <br />Measurements. <br />Public Notice of Blasting Schedule <br />Colowyo will republish a blasting schedule similar to the one set forth in Figure 1, Publication of Blasting <br />Schedule, in the local newspaper published in Craig, Colorado. The schedule will be republished at least every <br />12 months. Before blasting in areas or at times not described in the published blasting schedule, a revised <br />schedule will be promptly mailed to residents or owners of dwellings or persons who might regularly work <br />within one-half mile of the area affected by blasting activities. Colowyo will conduct blasting at times identified <br />in the blasting schedule (Figure 1), except in those unavoidable, hazardous situations where public or mine <br />safety is involved. Unavoidable hazardous situations are seen to exist if safety requires the following: <br />(1) Destruction of damaged or deteriorated explosives or detonators in a safe manner; <br />(2) Disposal of misfires and/or undetonated explosives; <br />(3) Firing of charged holes as soon as practical after cessation of static electricity or stray <br />conditions where electric detonators are used; and <br />(4) Firing of charged holes when weather or other conditions indicate the existence of a <br />safety hazard is imminent. <br />General Blasting Procedures <br />Colowyo gives warning and all-clear signals of different character that are audible within a range of one-half <br />mile from the point of the blast.
