year permit term, Colowyo committed to the following requirement as excerpted from the <br />Colowvo Findings and Proposed Decision to Annrove Permit File No C-014-81 ~ntembPr 18 <br />].9$2 <br />"Colowyo has committed, within the application, to include information in an annual report <br />verifying that enough topsoil is being salvaged each year to replace a sufficient amount of soil <br />on regraded areas. The monitoring program will serve to refine or verify the accuracy of topsoil <br />volume estimates by providing accurate yearly topsoil balance assessments. If, in the future, <br />the Division determines that the monitoring has established, that sufficient topsoil is available <br />throughout the life-of-the-mine to allow successful reclamation given the present topsoil salvage <br />plan, the monitoring requirement may be suspended." <br />Colowyo had satisfied the requirements of this commitment and the information was reported in <br />the 1983, 1984, 1985 and 1986 Colowyo Annual Reports. The data indicated that sufficient <br />topsoil was available throughout the life of the mine to allow successful reclamation given the <br />present topsoil salvage plan. <br />Subsequently a request was made to the Division at permit renewal that, based on the data <br />supplied, this monitoring requirement be suspended. This request was subsequently granted. <br />The time period during the year when topsoil removal, distribution and revegetation operations <br />take place depends solely on the weather. Generally, topsoil removal and distribution <br />operations will begin in the spring when soil conditions allow the movement of topsoil, and may <br />continue until late fall until weather conditions prohibit any further topsoil handling. <br />Revegetation, typically, will take place during the early spring or fall. <br />The topsoil removal plan indicates that topsoil removed since the initiation of operations has <br />been placed in designated stockpiles as shown on the Topsoil Handling Maps 28A and 28B. <br />Most of the topsoil from the initial boxcut area as shown on the Mine Plan Map (Map 23) has <br />been stockpiled, since only very limited regraded areas were available for immediate <br />reapplication. <br />2.05-25 <br />June 18, 2002 <br />MR-57 <br />CF 4.1.1.3. <br />
