<br />1.0 INTRODUCTION <br />I.l PURPOSE AND SCOPE <br />The purpose of this report is to provide data for an environmental site assessment of a pazcel of <br />land approximately six miles east of Burlington, Colorado. The property was evaluated for the <br />potential presence of hazardous waste and or oil, relative to environmental conditions which <br />could cause liabilities to be imposed under Colorado Department of Transportation, Revised <br />Specification section 106. <br />The scope of the investigation included the following: <br />Site reconnaissance to observe surface conditions indicative of possible releases <br />of hazardous wastes and/or petroleum products to the environment. <br />2. Review of present and historical usage and ownership history, and identification <br />of abutters. <br />3. Inquiries to the Colorado Department of Health (CDH) Hazardous Materials and <br />Waste Management Division. Historical records were reviewed at the Kit Carson <br />County Tax Assessors Office, Kit Carson County Abstract Office, Kit Carson <br />County Commissioners Office, Burlington City Hall, Kit Carson County Sheriffs <br />Office, and Burlington Volunteer Fire Department. <br />1.2 PROJECT PERSONNEL <br />GEI Consultants, Inc. (GEI) technical personnel who performed work on this project included <br />Keith A. Ferguson, Project Manager, Joanne O. Morin, In-house Consultant, and Douglas D. <br />Boyer, Project Engineer/Geologist. <br />1.3 AUTHORIZATION <br />The assessment was authorized by a signed proposal by Mr. Rob Rebel of Fisher Industries dated <br />January 18, 1994. <br />wo:*auuwc M~ 1 <br />
