A~olicable Federal Effluent Guidelines and Standards: The federal <br />guidelines which apply to this type of facility are found under 40 CFR 434, <br />the Coal Mining Point Source Category. The limitations which apply are: <br />Table VI-6 -- Federal Standards <br />Avg. of Daily Values Daily <br />Parameter for 30 Consecutive Days Maximum <br />T. Suspended Solids, mg/1 (BPJ, NSPS) 35 70 <br />Total Iron, mg/1 (BAT) 3.5 7.0 <br />Total Zron, mg/1 (NSPS) 3.0 6.0 <br />Settleable Solids, ml/1 (Precip. Events) NA 0.5 <br />The above federal limits are from Subpart D of 40 CFR 434, Alkaline Hine <br />Drainage, Best Available Technology (434.43) and New Source Performance <br />Standards (434.45) and Subpart F, Miscellaneous Provisions, Effluent <br />Limitations for Precipitation Events (434.63). <br />Discharge points 002, 003 and 004 are existing sources, and may contain mine <br />dewatering and/or spoil springs water. Therefore, the BAT and BPJ of BCT <br />limits apply. <br />Discharge points 005, 006 and DD8 are new sources, and may contain mine <br />dewatering and/or spoil springs water. Therefore, the NSPS limits apply. <br />Discharge points 009 and 010 are new sources, and discharge surface runoff <br />only.. Therefore, the NSPS limits apply, as well ae the Effluent Limitations <br />for Precipitation Events. <br />a) Active Mining - 009, 010: <br />The only Limitations which are applicable for discharge points 002, 003, <br />004, 005, 006 and 008 are indicated in Tables VI-1 through VI-6. <br />Because these points include mine drainage, spoil springs or truck <br />washwater, the discharges are not eligible for the storm event exemption <br />conditions under active mining requirements. The following discussion <br />is applicable for discharge points 009 and 010. <br />Limitations for pH and oil and grease apply to all discharges, <br />regardless of precipitation conditions. Additionally, TSS and total <br />iron samples should always be taken. If the results of the analyses <br />exceed the permit limit, the permittee may submit documentation proving <br />that the discharge was precipitation induced. The proof of the size of <br />the precipitation event consists of: <br />(i) rain gauge data or the volume of water contained in the snow, based <br />upon calculations from actual snow samples; <br />(ii) the sample resuLte for TSS, iron, pH, settleable solids and oil an~ <br />grease; and <br />(iii) influent/effluent metered flow. <br />It is only upon acceptance by the Division of said proof that the <br />settleable solids limitation will apply in place of the TSS and total <br />
