Where appropnate, specifying material handling <br />protxdvra and etonge requirements in the phm should be considered. Procedures for cleaning tip spills shall be <br />identified is the phm and made available to the appropriate persomel. The necessary equipment to implement a <br />clean-tip should be available to personnel. <br />Best Managt~ent Praetitrs -The SWMP shall contain a narrative description of the appropriate stormwater <br />managetorat practice for the permittce's facility. Based on an assessment of the potential of various sources at <br />the site to contribute pollutants to stormwater discbarges associated with mining operation, the plan shall provide <br />estimated dates of compliance for when the rtreesures determined to be reasonable and appropriate shall be <br />implemented and maintained. Any existing controls should also be discussed. The description of the BMPs shall <br />include: <br />1) Stormtvata divasioa: Describe how and where stormwater will be diverted away from material handling <br />and storage areas to prevent stortvwater wntamination. <br />2) Materiels handGog and spill prevention: Where materials can impact stormwater rtmoff, Practices that <br />reduce the potential for contamination shall be described and implem®ted. For example, materials should <br />be stored end handled in covered areas m prevent contact with stormwater: chemicals should be stored <br />within berms or secondary containment devices to prevent leaks and spills from entering stormwater rtmoff. <br />• 3) Sediment and erosion pre-etthioa: Describe practices that will be used to reduce erosion and prevent <br />sediment delivery W State waters. These should include structural (such as silt fences, sediment ponds, <br />drop strrtctures, check dates) and non-structural (such as mulching and revegetatioa) methods. <br />g. Employee Education -The SWMP shall describe employce education programs to inform personnel at all levels <br />of responsibility of the components and goals of the SWMP. Education should address topics such as spill <br />response, good housekeeping and material mmagemeat practices. The SWMP shall identify periodic dates for <br />such iastntctim. <br />b. Testing for NonSWrmwata -The Stormwaier Quality Control section of the SWMP shall include certification <br />that the discharges have bees tested or evaluated for the presence of non-stormwater discharges such as mine <br />drainage, contaminated springs, sanitary waste, or process water of soy kind. The certification shall include a <br />description of the results of say test for the presence of non-stormwater discharges, the method used, the date of <br />any testing, and the onsite drainage points that were directly observed during the test. If the certification is based <br />solely on interpretation of the regulations, a justification of this interpretation must be included. The certification <br />must be signed in accordance with sgnatory roquuemmts (sce Part I.D.9). <br />Comvreheruive Ittsoeetion <br />The SWMP shall identify qualified personnel that shall inspect designated equipment and mine areas at appropriate <br />intervals specified in the plan. et least twice a year (in the spring sad fall). <br />Remrdkeeoirt2 and Internal Reoortiffi Proadtves <br />The SWMP shall identify procedures for rocordlteeping and internal reporting. <br />8. Cortistenn with Other Plates <br />• SWMPs may reflect requirements for Spill Prevmtiw Control and Cotmtermeasure (SPCC) plans tinder section 311 of <br />the CWA, m Beat Management Prat~ces (BMPs) Programs otherwise required by a CDPS permit, snd may incorporate <br />say part of sucL pleas into the SWMP by reference. The SWMP may rely upon information developed for other similar <br />pollution control programs, including the Mined Lmd Reclamation Plan. Appropriate portions of these other plans may <br />
