Shelton <br />Director <br />DATE: September 14, I9B2 <br />TD: Mike Stanton <br />FROM: Jim Pendleton <br />RE: Camp Bird Mine ngs Embankment Design <br />Pursuant to your request, I have reviewed the submission made by <br />Federal Resources Corporation regarding the design of their Camp Bird <br />Mine's tailings embankment. As I understand this submission, Federal <br />Resources has proposed to expand their existing tailings facility at <br />the Camp Bird mine. On July 21, 1982, the Mined Land Reclamation Board <br />approved this appli,:ation with the following condition, among others: <br />"That the operator ,have a professional stability investigation performed <br />at the tailings dam and a suitable design be provided for future <br />expansion." <br />The supplemental submission which you forwarded to my attention presents <br />a description of the design of the proposed expanded tailings embankment. <br />The design presented incorporates a maximum height increase from 90' to 150', <br />and a decreased maximum facial slope from 1.33:1 to 2:I (horizontal to <br />vertical slope). The tailings dam originated with a toe dam of granular <br />soils and has enlar~7ed as a Zoned embankment comprised of coarse tailings <br />fraction produced through cycloning of the tailings, Fine tailing slimes <br />are then deposited i~ehind the zoned embankment of coarse cycloned tailings. <br />The design also incorporates an underdrain blanket, two 10" decant lines <br />and towers and a secap water berm. The submission also described procedures <br />used by Federal Resources to accomplish daily inspections and supervision <br />of the tailings embankment. <br />The supplemental submission does not, however, contain any stability analysis <br />of the proposed enleirged tailings facility. Federal Resources Corporation <br />will have to complete an exceptable stability analysis before the Board's <br />permit approval condition could be considered satisfied. <br />In order to complete an exceptable stability analysis it wi1Z be necessary, <br />at a minimum, for FErderal Resources Corporation to collect the following <br />geotechnical information: <br /> <br />
