6.4.3 EXHIBIT L <br />A list and map of all inunediately adjacent and nearby owners of record is presented in this <br />section. <br />The name and location of all creeks and roads are shown on the Index Map presented in Exhibit <br />B. The Index Map is a portion of the Redvale, Colo. 7.5 Minute Quadrangle Map, Township 45 <br />North, Range 14 West, N.M.P.M. <br />There are no known oil and gas wells in the vicinity of the permit area. <br />There is a 69 kV power transmission line which runs in a northwest to southeast direction across <br />Phase I and Phase III of the mining area. The power line is owned by San Miguel Power <br />Association. San Miguel Power Association has provided the Operator with design requirements <br />to be included in the mining plan for this size and type of transmission line. An undisturbed area <br />azound each pole of a diameter of at least 20 feet with slopes developed at 2h:1 v is provided in the <br />pit design. Aground clearance restriction of 23 fee[ (adjusted for voltage and altitude) under the <br />power lines is also met in the mining plan. These measures will assure that [he integrity of the <br />power line is not jeopazdized by [he mining operation. <br />A paved county road parallels the gravel pit [o the north. A 200 foot buffer zone between the road <br />and the pi[ disturbance is incorporated in the mining plan. This buffer zone will offer sufficient <br />protection to the county road from [he effects of the mining operation. This 200 foot buffer <br />additionally satisfies the requirements of Rule 6.4.19, Exhibit S. This buffer will be further <br />evaluated and maybe reduced in accordance with Rule 6.4.19, Exhibit S. <br />A large irrigation ditch, know as the Gurley Ditch, bisects the permit area in a northwest to <br />southeast direction. A 200 foot buffer zone between the imgation ditch and the pit disturbance is <br />incorporated in the mining plan. This buffer zone will offer sufficient protection to the irrigation <br />ditch from the effects of the mining operation. This buffer will be further evaluated and maybe <br />reduced in accordance with Rule 6.4.19, Exhibit S. The access road for the gravel pit will cross <br />the Gurley Ditch at a point approximately 500 feet southeast to the proposed pit disturbance. This <br />crossing will involve the installation of a 72 inch culvert. An agreement with the irrigation ditch <br />owner to install this culvert is included in Exhibit N. <br />The existing topography is presented on Exhibit C-1 Pre-Mining Map. In general, the land slopes <br />gently to the northwest. The western edge of the pit disturbance (in Phase I and Phase II) consists <br />of the partially exposed gravel outcrop. This 30 foot thick gravel deposit presents itself on a slope <br />of approximately 1 Z%. The vegetation of this slope is predominantly cedar. The upper, more <br />gently sloping portion of [he pit disturbance area is predominantly covered in a pasture hay <br />mixture of grasses. The type of present vegetation is also shown on Exhibit C-1 and a description <br />of the naturally occurring rangeland vegetation is presented in Exhibit J. <br />A soils information map is presented as Exhibit I. <br />The mine plan is shown on Exhibit C-2. Surface Ownership is shown on Exhibit C-3. Available <br />Arial Photography is presented on Exhibit C-4. <br />C-1 <br />
