' GRAND COUNTY, CO 93972 12/22/94 0337PM . 00 . 00 <br />PAGE 12 OF 43 SA A L ROSENE,RECORDER ~C-FEE DOC-FEE APL <br />Inspiration Point Pit <br />' EXHIBIT E <br />' Reclamation Plan <br />Reclamation of the permit area will return the site to a post mining land use of wildlife habitat and <br />recreation, both of which are compatible with the Bureau of Land Management's land use plan for the area. <br />At a minimum, the top 12" of topsoil will be stripped and stockpiled around the perimeter of the pit area. <br />Grass, shrubs, and small trees will be incorporated into the topsoil piles or will be stockpiled separately for <br />' later use as a mulch. Sufficient topsoil will be maintained to cover all past and future mining areas in the <br />permit area to a depth of 6". Topsoil piles will be revegetated with a mixture of native grasses to maintain <br />topsoil viability and to prevent topsoil erosion. <br />t Reclamation work will be sequenced to follow along with mining. As mining moves to the south, <br />reclamation will begin in the northern portion of the pit and progress to the south. The majority of <br />reclamation will commence immediately upon final extraction of the mineral materials or prior to permit <br />' expiration or termination by the BLM. <br />Reclamation will begin by reshaping and recontouring the staging area and pit area to conform with the <br />adjacent topography and natural landforms. This work will be completed by the Grand County Road and <br />' Bridge Department under the direct supervision of the Road and Bridge Supervisor with oversight by the <br />BLM. The work will be done with a dozer and a scraper. Recontoured slopes will not exceed 3:1, except at <br />the existing rock face highwall. The existing highwall will remain in place with soil and topsoil piled partway <br />' up its face. The DOW access road will be reconstructed in a location approved by the BLM and in a <br />manner that erosion is minimized. <br />i <br />After recontouring, the substratum will be scarified with a ripper. Topsoil from the adjoining piles will be <br />respread over all disturbed areas to a depth of at least 6" in preparation of a uniform seed bed. A 186-0 <br />fertilizer will be spread over the topsoil at the rate of 200 Ibs / acre. The fertilizer shall be disked or <br />scratched into the soil surface. The site will be seeded by the County with a mixture of native grasses and <br />' fortis recommended by the BLM at the time of seeding. A tentative seed mixture recommended by the BLM <br />is attached. Seed shall either be drill seeded or shall be broadcast seeded into fresh dozer cleat marks <br />spaced no farther apart than 4". If broadcast, the seed will be scratched into the soil. Seeding will occur <br />after October 1st and prior to soil freeze-up or any accumulations of snow. A weed free straw or native hay <br />mulch will be blown or spread over all disturbed areas exceeding 2:1 slope and all areas likely to erode. <br />Mulch shall either be crimped into the soil, tacked down with a tackifier, or blown on as a hydromulch. <br />' Grand County will monitor the site on a monthly basis to determine revegetation success and to evaluate <br />the site stability. Grand county will take any steps necessary to control soil erosion and repair damaged <br />lands. If after one season the seeding looks as though R will be a failure, Grand County will reseed the site <br />or portions of the site in accordance with this plan.
